From 2019 to 2025, the monthly cost of living has substantially increased across many of America’s 50 largest cities — and declined in several surprising metros like San Francisco, Washington, D.C., and Memphis, Tennessee.
GOBankingRates determined the difference in total cost of living from 2019 to 2025 by using the average mortgage and expenditure cost in America’s top 50 metros. The total cost of living in 2019 was entered into the CPI inflation Calculator from the Bureau of Labor Statistics to find the cost in 2025 dollars. From there, the differences from 2019 to 2025 in current and original prices were calculated for each city. Each figure below has been adjusted for 2025 dollars to present an apples-to-apples comparison.
Key Findings
- San Diego had the greatest total cost of living change (20%) from 2019 to 2025.
- San Jose and Miami were the only two other cities that cracked double digits for cost-of-living increases. San Jose took second place at 11% while Miami ranked third at a nearly 10% increase.
- Residents in 14 major cities now have total monthly expenses that are at least 10% less than what they paid in 2019. These cities include Tulsa (-10.7%), Dallas (-10.8%), San Antonio (-11.7%), San Francisco (-13.1%), Chicago (-13.2%), Milwaukee (-13.3%), Minneapolis (-13.5%), Houston (-13.8%), Oklahoma City (-14.2%), Washington, D.C. (-14.7%), New Orleans (-16.7%), Cleveland (-17.7%), Memphis (-19.4%) and Philadelphia (-19.7%).

Methodology: For this study, GOBankingRates analyzed some of the largest cities to find the difference in total cost of living from 2019 to 2025. The current cost of living was sourced from Sperling’s BestPlaces. Using the average expenditure costs from the Bureau of Labor Statistics Consumer Expenditure Survey, the average expenditure costs were calculated for each city. The total population, population ages 65 and over, total households and household median income, all sourced from the U.S. Census American Community Survey. The livability index was sourced from AreaVibes for each location. The current average single-family home value was sourced from Zillow Home Value Index for January 2025. Using the current average 30-year fixed mortgage rate, as sourced from Federal Reserve Economic Data, and assuming a 10% down payment, the average mortgage cost was calculated. Using the average mortgage and expenditure cost, the total cost of living was calculated. The total cost of living in 2019 was entered into the CPI inflation Calculator from the Bureau of Labor Statistics to find the cost in 2025 dollars. The differences from 2019 to 2025 in current and original prices were calculated for each city. All data was collected on and is up to date as of March 3, 2025.
