Dollar General: Thrifty shoppers might find the cheap Halloween costumes they’re looking for at Dollar General, where a simple mask fetches just $1. The name says it all. If you haven’t picked out a costume yet, is offering some steep discounts — of up to 90 percent or more — on adult and kids costumes.
